Micro Chip every Dog!

Micro Chip every Dog! Great idea total unworkable. The goverment think by doing this they will be able to track the owner of a dog.
So what about the bloke that that does not bother how do you tell if the dog is chipped or not you can not tell by looking at it. Again do we create an industry costing the tax pay millions to go around and check every dog, what happens when the owner changes do we have a DVLA style department to keep track of them.

Come on Govermant get real we can not ensure all vehicles are taxed and insured so what chance do we stand chith dogs
